In Austin an excellent solution for flour tortillas is the HEB method. They are made fresh daily and are so fresh they puff up over the flame as I make my breakfast tacos. The HEB fresh salsa is the perfect topping. As much as I love some of the other cities I have lived in (especially Seattle, LA, DC, and New York), I just could not imagine living in a place with no HEBs. I have tried and just cannot replicate or improve upon their flour tortillas.
