I think @small_h is right . . . it was a bot. Apparently one with no human oversight–just saw a date in history and assumed it was something to celebrate 
According to what I read, it’s a day of remembrance, and people get off work. But bots do not program or launch themselves, so obviously human error is the root cause of this.
No day off work, but most certainly a day of remembrance.
