Paper or plastic still available where I shop. Rarely do I see people bring their own bag.

Plastic grocery bags were banned in NY in March 2020. Most supermarkets charge a few cents for paper bags. Nearly everyone brings their own. Litter has noticeably decreased.

MN here. Not required. Litter isn’t much of an issue.
