For 4 days to emphasize cleaning and pest control after a rat was found in a bowl of miso soup and a bug in another dish. This problem does not sound like Japan at all, but the serious way they are taking the issue does. One thing I have always felt during my travels in Japan was that the cafe owners took food safety and sanitation very seriously. I guess rats happen everywhere.
I hear ‘beef bowl chain’ and all I can think of is the super cheap and famously of questionable quality chain of “Yoshinoya”.
If you found out that your beef bowl was in fact some percentage of rat, you be unsurprised, and probably thankful that at least it was probably fresh rat.

There is a Yoshinoya near Tokyo Station (Yaechika) I have gone to several times and I have to admit that it is a guilty pleasure. I know it is not as good as the non-chain cafes and restaurants in Japan, but I do enjoy it.
I was in Indonesia and saw a Yoshinoya and happily went in. Sadly, Yoshinoya is not as good there.
I would ABSOLUTELY believe that there’s a huge difference in the quality, preparation, and service levels between the Japanese stores and their American counterparts.
I’m not nearly as well traveled as I’d like, so I have little personal experience with this phenomenon, but I’m told that Japanese KFC restaurants are VASTLY superior to ones here in the states, and some of that is by design. KFC has neglected their franchises at home, to the point that their business isn’t that important. It’s all just collecting franchise fees. They get paid regardless of how profitable (or not) the restaurants are.
