4 p.m. places are still open but generally Chinatown is busiest in the morning, when the produce is brought out. Flip side, you can get pushed around by the grannies in the morning rush. How about a weekend? Or going to shops in the Richmond or Sunset. Not the same density and selection but better than nothing.
Which means you have the greatest leeway to bargain.
