Please note that I have found El Monterrey’s frozen offerings (I’ve tried quite a few) to be tasteless, poor in texture, and look nothing like what’s pictured on the wrapper.

I think this is just a beef burrito. Not much about it that is Philly cheese.
I would try it. But the cheese should be Cheese Whiz or provolone (bastardized version).
