These last few weeks I have had to ask people to move their bulky handbags or remove their hats from the bar just to get a space. What’s the etiquette here?

Etiquette for who? For the offenders they should not occupy space meant for customers by clutter. For you, politely asking them to remove their things from a space that is meant for public use/service is fine. For the restaurant, they should supply hooks under the bar top to hang purses or hats neatly out of the way.

          I’m with NotJr.
By the by, the need to have bulky handbags moved pales into insignificance in comparision with the etiquette about asking bulky people to move.
