Is this just a California thing? I remember Pacific Extortion & Graft always being in trouble with the PUC. and I’m guessing with the events during the past few years they are shouldering the burden that has to pass onto the consumer, commericial or residential? I have not heard of this happening in the Rocky Mountain west.
