Yes, thanks for the historic reference — that’s what I seem to remember too. I think it was 2 to 1. The way it goes, I believe, is that you may “give back” your macarons (stars), like Alain Senderens and Michel Bras did, but you cannot demand not to be included in the guide. The macaron system is a rating system, while inclusion in the guide is information. As a matter of fact you can’t really refuse to be mentioned in a guide of any sort, unless you negotiate the matter with the editors, with the possibility of going postal and threatening to sue if that doesn’t work.
